The program is offered only to the wealthy so they can live in the United States without having to go through the complicated process of immigration.

The investor program was actually extended one day before the trip to China by Meyer after Trump signed the bill into law. Trump is a strong supporter of restricting immigration policies so it seems odd he would continue this program, especially signing the bill right before Meyer’s trip.
